EUL Selection Process
Eligibility
This bid is open to every person or organization, with the exception of those who have been:
- debarred or suspended from doing business with the VA, GSA or the Federal Government,
- subject to a criminal indictment for a felony in a US court, or
- determined to pose a security or safety risk, as determined by the Secretary of State.

Selection Criteria
Developers will be selected on the basis of their development proposals, which must be submitted by January 26, 2007 3:00pm EST. VA will select the developer whose proposal provides the "best overall value" to the Department in terms of the Request for Proposal.
While the value of lease consideration is very important, VA will also consider factors such as technical merit and references, and is not bound selecting the proposal with the highest dollar value of lease consideration.
